The U.S. Government is sponsoring the visit of two technical experts from the U.S. Federal Communications Commission (FCC) to lead a workshop for West Africa Telecommunications Regulators Association (WATRA) member countries' telecom regulatory agency heads on Voice Over Internet (VOIP), Broadband, Fixed & Mobile Telecom Convergence, and Regulatory Enforcement.

The workshop is being organized for the WATRA Ordinary General Meeting in Accra, September 5-9, 2005, and the FCC is providing expertise on the regulatory challenges posed by the convergence of voice, video and data over fixed and mobile telecommunications delivery technologies, and on the enforcement of regulations. The FCC experts are participating through the Telecommunications Leadership Program, which is sponsored by the Department of State and USAID.

Through the workshop, the U.S. government wants to show continued support for WATRA and its efforts to promote telecom regulatory reform in West Africa, and build on the exemplary regulatory leadership of the Nigerian Communications Commission.

The FCC experts will train workshop participants in policy options and best regulatory practices in the enforcement of telecom regulations, and share the commission's insights and regulatory experience in meeting the challenges posed by the convergence of voice, video, and data.
